When I cut all of my ABS wiring and removed allrealted ABS components I couldn't seem to get my ABS light to go off either. After multiple hours off diagnostics I realized that I had not jet taken the ABS bulb out. A few minutes later I was able to remive the bulb, and the light has not come back on yet.

Seriously though, You may need to disconnect the battery or hit a reset switch (on range rover there is one under teh passenger seat) to reset the fault code.
