Idaho Sen. Crapo sponsors "Son of CARA!"



The state of Idaho is 62% owned by the federal government. When state and
local government land is added in, more than two-thirds of the land area of
Idaho is under government control.

Yet Idaho Senator Mike Crapo is one of the SPONSORS of the "Son of CARA,"
S. 990. Crapo was also instrumental in making sure that there was NO
VOTE
in committee and NO VOTE in the full Senate on this $600 million per
year land grab. Thanks to Idaho Senator Mike Crapo, NOT ONE member of
the United States Senate had to take a stand for the record!

"Son of CARA" - S 990 - is the Senate version of House bill HR 701, called
CARA - the Conservation and Reinvestment Act. CARA has been nicknamed the
Condemnation and Relocation Act, because it proposes billions in taxpayer
funds to condemn private land for nearly any reason, from baseball stadium
construction to endangered species habitat.

CARA also hands out millions in grant money each year to extreme
preservationist outfits to promote projects such as wolf reintroduction,
wilderness designation, and animal rights.

S. 990 is the "Son of CARA" because it has the same goals at Big Daddy
CARA,
but it doesn't fork over as much cash - "only" $600 million per year versus
$3.1 billion per year.


WHY? WHY? WHY?


WHY did Senator Crapo, who claims to be a "conservative Republican," get
together with three liberal Senators, and the four of them shepherd through
a bill that will hurt so many people in Idaho and all over the country?
With no vote, no debate?

Crapo and his office have so far REFUSED to respond to inquiries from the
news media or from property rights representatives. Maybe he will answer
to
his constituents in Idaho, and grassroots activists across the country.

Crapo will be in Idaho for the next three weeks - the Senate is in recess,
and will not go back into session in Washington, DC till January 23.

ESPECIALLY if you are from Idaho, but wherever you are from, contact or go
see Senator Mike Crapo - ask for his schedule - and ask him the question he
has so far refused to answer: "WHY did you cosponsor S. 990, the Son of
CARA???" (see below for bill specifics)

How bad is "Son of CARA"??? Let's count the ways:


FIRST: Up to $600 million per year for five years, that's up to $3
BILLION dollars total can be allocated, for two purposes: land
acquisition with no protection against condemnation, and grant money to
leftwing environmental and animal rights organizations.

SECOND: The government can grab your land for nearly any reason,
including, to quote directly from S. 990, "acquisition of an area of land
or
water that is suitable or capable of being made suitable for feeding,
resting, or breeding by wildlife."

And it gets even better - again, to quote direct from S. 990, your taxpayer
funds can be used "to address the unmet needs for wildlife and the habitats
on which the wildlife depend."

In other words, private property can be condemned for nearly any reason
that can be cooked up by extreme preservationists and their allies in
federal and state agencies.

THIRD: S. 990 exempts government land acquisition agents from FACA, the
Federal Advisory Committee Act!!!!! Despite scandals and misappropriation
of funds with Pittman-Robertson money in the past few years!!! And despite
the current case of federal and state agents working together to plant lynx
hairs in a national forest in order to eliminate access, S. 990 proposes to
exempt these very same agents from public scrutiny under the FACA law!!!

To quote directly from S. 990: "Coordination with State fish and game
department personnel or with personnel of any other state agency under this
Act shall not be subject to the Federal Advisory Committee Act."

Crapo Spokesman Defends 'CARA' Land Grab!


Idaho Senator Mike Crapo is still in hiding, refusing to explain why he
cosponsored and endorsed bill number S. 990, the "Son of CARA."

S. 990 spends up to $600 million per year for two purposes: First, to
condemn private property, and Second, to hand out grant money to leftwing
environmental and animal rights groups.

S. 990 is nicknamed "Son of CARA" because it is a smaller version of a
larger land grab bill called HR 701 - CARA - the Conservation and
Reinvestment Act. CARA has been nicknamed the "Condemnation and
Relocation
Act," because it guarantees $3.1 billion per year to seize private property
and finance the environmental movement with taxpayer grant money.

CRAPO HIDES, STAFF MUMBLES

Senator Mike Crapo's home state of Idaho is more than TWO-THIRDS owned by
government agencies - 62% by the federal government alone.

And yet Crapo spokesman Susan Wheeler had this to say to CNS News on
January
3: S. 990 "is consistent with allowing states to make decisions. There is
no federal land acquisition in the bill, it's only at the state level."

Hmmmmm, let's see now. According to Senator Crapo, it is OK to spend
$600
million per year to seize private property, as long as it is not the
federal
government doing it. Even in Idaho, which is already 68% owned by
government agencies!

But it gets even stranger - here is what else Senator Crapo's spokesman had
to say: "The Senator would have preferred to see more debate on the bill.
But no Senator stepped forward to place a hold or seek debate."

IF Crapo wanted more debate on the bill, then WHY didn't HE protect
Idaho and step forward and say "whoa, let's take a look at this." ??? WHY
did he allow this Land Grab to be sneaked through the Senate by Unanimous
Consent in the dark of nite after most Senators had left town in December
20???


DEMAND ANSWERS!!!

Look at the above carefully. Any property "that is suitable or capable of
being made suitable" for any wildlife activity can be subject to eminent
domain proceedings. But other bill language is even more broad, to give
maximum latitude to the land grabbers:

Again, to quote directly from S. 990, Section 104, your taxpayer funds can
be used "to address the unmet needs for wildlife and the habitats on which
the wildlife depend."

"Unmet needs" ??? In other words, private property can be condemned for
nearly any reason that can be cooked up by extreme preservationists and
their allies.

Things are getting stranger and stranger for Idaho United States Senator

Mike Crapo, who claims to be a "conservative Republican." Senator Crapo
is
hiding, and sending his staff out to defend his legislation, S. 990, the

"Son of CARA."

S. 990 authorizes up to $600 million per year for two purposes -
condemnation of private property and handing over grant money to
environmental outfits. S. 990 is a smaller, but still disastrous,
version
of the Conservation and Reinvestment Act - CARA - which is nicknamed the

Condemnation and Relocation Act.

Now Senator Crapo is losing some of his old friends, and picking up some

strange new ones. Crapo claims to be a "conservative Republican," but
here is
who cosponsored S. 990 with him - extreme leftwing Democrats such as New

Jersey Senator Jon Corzine, Minnesota Senator Mark Dayton, Vermont
Senator
Patrick Leahy, Al Gore running mate Connecticut Senator Joe Lieberman,
and
liberal Independent Vermont Senator Jim Jeffords.

Crapo's press secretary Susan Wheeler admitted to the media that "It is
an
interesting group."

On the other hand, here are excerpts from a letter sent to the Idaho
Statesman newspaper from the owner/operator of the Willows Ranch in
Eagle,
Idaho:

"Senator Mike Crapo betrayed his constituents by joining in the
passage of S. 990 with the likes of liberal Senators Reid and Jeffords.
The act
had died previously before a Republican Senate. The bill provides 3
billion over
5 years that can be spent for two purposes: land acquisition with no
rights to
resist condemnation, and grant money for environmental and animal
rights
organizations.

"Idaho is a state of proud landowners in ranching, farming, timber
and
mining that have for generations protected the land of Idaho before an
environmentalist existed. I feel all Idahoans were betrayed."

So it looks like Senator Mike Crapo is losing some friends - wonder if
he
cares?

S. 990, the "Son of CARA," is incredibly dangerous, for three reasons:

FIRST: Up to $600 million per year for five years, that's up to $3
BILLION dollars total can be allocated, for two purposes: land
acquisition with no protection against condemnation, and grant money to
leftwing environmental and animal rights organizations.

SECOND: The government can grab your land for nearly any reason. Take
a
look at the broad, vague descriptions below that can be used to target
your
property.

The term "ACQUISITION" appears several times in S. 990, including, to
quote
directly from S. 990, Section 102, "acquisition of an area of land or
water
that is suitable or capable of being made suitable for feeding, resting,
or
breeding by wildlife."

And again from Section 102, "conservation includes any activity
associated
with scientific resources management, such as acquisition, improvement,
and
management of habitat."

And again, to quote directly from S. 990, Section 104 lists more excuses

for
land acquisition, including "to address the unmet needs for wildlife and

the
habitats on which the wildlife depend."

And Section 301 lists "required contents of applications" for project
funding, including "a detailed analysts of project costs, including
costs
associated with property acquisition."

THIRD: S. 990 exempts government land acquisition agents from FACA,
the
Federal Advisory Committee Act!!!!! Despite scandals and
misappropriation
of funds with Pittman-Robertson money in the past few years!!! And
despite
the current case of federal and state agents working together to plant

Like Thieves in the night

Like thieves in the night, a handful of U.S. senators have set into motion a new law that can steal the property rights from private owners in the name of protecting wildlife.

Late in the evening of Dec. 20, while the media focused on Daschle's refusal to allow a vote on the economic stimulus package, while senators were racing to wind up business to get home for the holidays, Sen. Harry Reid, D-Nev., called for "unanimous consent" to pass S. 990 - The American Wildlife Enhancement Act of 2001. The bill passed.

Who voted for and against this bill? No one will ever know. Was there even a quorum present? No one will ever know.

This is the same tactic used on Oct. 18, 2000, the result of which was the ratification of 34 international treaties, including the controversial U.N. Convention on Desertification - without debate, without a recorded vote. This is the kind of shenanigan that takes place at the end of every session, to enact legislation that can't stand the scrutiny of public debate and public opposition.

We have a chance to stop this one when it goes to the House. But our first order of business should be to contact our US Senators and ask them how they voted on this Bill. As Henry Lamb states in the article, they didn't get to vote either way. We have to let them all know that we will not tolerate these practices. This is NOT how our nation is supposed to conduct business. A letter to Senator Reid is in order also, since he seems to be speaking for all of us.

Apparently Senator Crapo, who supported the Bill, has been getting hammered with letters. In the following letter, he chastizes opponents of the Bill and defends his support for it. (see below)

Check the Bill out for yourself. Study it and mark it up before it goes to the House and call your Congressman. Tell them to not even let it come to the floor. If they didn't debate it in the Senate they shouldn't give it legitimacy by debating it in the House.

Once a Bill is passed in both Houses of Congress and is signed by the President, then it goes to federal agencies for implementation. Be sure and read Title III - Endangered Species This Bill blatantly gives funding and authority to environmental organizations and land trusts. They stand to make a bundle - and can be in charge of implementing projects.

This is just a little bit of S-990:

(6) METHOD OF IMPLEMENTATION OF PROJECTS.--A State may implement a project that is part of the wildlife conservation and restoration program of the State through--

``(A) a grant made by the State to, or a contract entered into by the State with--
``(i) any Federal, State, or local agency (including an agency that gathers, evaluates, and disseminates information on wildlife and wildlife habitats);
``(ii) an Indian tribe;
``(iii) a wildlife conservation organization, sportsmen's
organization, land trust, or other nonprofit organization; or ``(iv) an outdoor recreation or conservation education entity; and
``(B) any other method determined appropriate by the State.

``SEC. 13. ENDANGERED AND THREATENED SPECIES RECOVERY ASSISTANCE.

``(a) DEFINITIONS.--In this section:

``(1) CONSERVATION ENTITY.--

``(A) IN GENERAL.--The term `conservation entity' means a nonprofit entity that engages in activities to conserve or protect fish, wildlife, or plants, or habitats for fish, wildlife, or plants.
``(B) INCLUSIONS.--The term `conservation entity' includes--
``(i) a sportsmen's organization; ``(ii) an environmental organization; and ``(iii) a land trust
