Hello users of the Inyo NF,

BRC sent out this action alert for AAPL. Thank you BRC!!

Forward this far and wide please, after generating your comments supporting Alternative 6 of the Inyo NF Route designation alternatives. It is known as the Modified Recreation Alternative and short of successfully opposing this whole Forest action, it is most likely the best route system we will be able to achieve on the Forest.

Alternative 6 was locally generated by a multiuse group and based on the support from both sides of the recreation aisle, it stands the best chance of being chosen as the preferred alternative.

Dear BRC Action Alert Subscriber,

Important Reminder on the Inyo National Forest Motorized Travel Management DEIS

Just a reminder, the 60-Day comment period on the Inyo National Forest Motorized Travel Management Draft Environmental Impact Statement (DEIS) ends March 31, 2009.

The Forest will also be hosting one additional Public Drop-in Session on March 24, 2009, from 10:00am to 4:00pm at the Forest Supervisor's Office, 351 Pacu Lane, Bishop, CA. During the drop-in session, participants will have the opportunity to view maps and talk one-on-one with a Travel Management specialist.

If you are not able to attend the drop-in session in person, you are welcome to join a conference call with Forest Supervisor Jim Upchurch on March 24, 2009, from 1:00pm to 2:30pm. The Forest Supervisor will start the discussion with how you can make your comments on the Draft EIS the most effective, followed by a question and answer session on the Travel Management project. To participate, dial 1-866-717-8636 and use the passcode 2067943 when prompted.

All comments on the Draft EIS, including those submitted electronically, must be postmarked by March 31, 2009. Hand delivered comments must be received at the Forest Supervisor's office no later than 4:30pm on this date.

The DEIS displays an analysis of six different alternatives, each of which would designate a distinct system of motorized routes. DEIS maps show the routes that are added to the transportation system for each alternative, and what type of vehicles are allowed on each route.

The DEIS and maps are available on the Inyo National Forest website at www.fs.fed.us/r5/inyo, and sets of paper maps are available for viewing at the Inyo National Forest Supervisors Office in Bishop, the Mammoth Public Library, the Mono Lake Committee Visitor Center in Lee Vining, the Mt. Whitney Ranger Station in Lone Pine, and the BLM office in Ridgecrest.

A Final Environmental Impact Statement and decision by Forest Supervisor Jim Upchurch are expected this summer, with a Motor Vehicle Use Map scheduled for release by the end of 2009.

While comments may be submitted anytime during the analysis process, only those who submit timely comments or otherwise express interest during the comment period will have eligibility to appeal the subsequent decision under 36 CFR 215.

I'm traveling over to Inyo for a few days to visit some spots that likely will soon be gone.

The DEIS is effected by the Omnibus Lands bill that is in the Senate right now and will soon be in the house. The maps in the Omnibus are dated 9/16/2008 but I have not been able to find them. The latest I can find are July http://www.mckeon.house.gov/eastern_sierra_maps.aspx

The DEIS takes a back seat when the FS is applying for funds from California Off-Highway Motor Vehicle Recreation Grants and Cooperative Agreements Program. It is amazing how much OHV use there is when asking for money - but there is almost no OHV use when they argue for DEIS closures. I can imagine how much money they will need for closure activities when they start calling roads that have been driven for 50 to 100 years unauthorized and illegal OHV activity. 770 miles of unauthorized roads.

Thank you Chas fo the great posting. McKeon has purposely never updated his maps as he doesn't want the people to see what additions have been made to the wilderness proposal. He is a snake and and a RINO (Republican in name only). Thanks for the research into the Grants.

Isn't it amazing how their grant writers paint such a rosy picture of OHV use while their true agenda can be found in the closing of over 700 miles of roads on the Inyo alone!

Let me know if you'd like any tips on some beautiful country to see over here, but keep in mind the snowpack stays well into the spring in the high country.

Trips to the areas between Bishop and Ridgecrest California is where most of the miles on my Jeep come from. I love the whole region but I've done it mostly on my own using topo maps and books - would love some tips.

My introduction to the area was through my brother - he did field work toward his geology degree topo mapping around Darwin in the early 80s (and also lived there for a few months).

Reading the DEIS, I must be the only person that comes to Bishop for off-road use spending plenty of $$$... I should send Upchurch the receipts... and no thank you I'm too old to walk the Whites (only a select few of the young can - its going to negatively affect the Bishop economy). Bishop is just low rent suburb of Mammoth to Upchurch and its going to have to become one to survive I fear.

I think what the DEIS purposely ignores is a lot of people also stay south of Bishop (Big Pine to Lone Pine) and drive north to Bishop where all the stores and services are - its easy with a vehicle (duh).

I'm particularly fond of the Whites and Owens Valley - haven't done much west of Bishop - lots of stuff south toward Darwin. With my kids all gone I was planning on scaling back work and spending most of my time over there but its starting to feel kinda pointless as they lock it all up.

Expecting Southern Inyo is the next step for McKeon et. al. - I think it will happen before the year is out. I wish the 25th district would retire him to LA where he belongs.

I'm also sad about the Silver Canyon - Wyman Creek repair being controlled by the FS. I thought they couldn't mess with a utility road. No doubt once its closed for work there will be a greenie lawsuit to keep the closure going for years.

Silver and Wyman won't be closed at all, no worries. The improvements to the crossings are a good thing and there is no risk of closure during the project.

Gotta love the desert in winter.

Have you ever explored off of Death Valley road from Big Pine in the Inyos.

We saved a lot of roads up there in the Papoose, Squaw and Harkless flats areas and you can drive clear thru to Badger flats and down Mazourka Canyon to Independence. Beautiful trip.

Yes, have traveled Death Valley Road and Mazourka. Did it again this past week along with Panamint Valley.

I also stopped in and talked with the FS about the DEIS. Most things I mention below are not Upchurch speaking .

An example of attitude toward OHV use "if we close half the trails it is not going to stop OHV users coming to Inyo and therefore OHV economic impact is not significant". Apparently closures mean there will be more backpackers, etc - so in their view the economy loses nothing and will gain more by limiting OHV access.

The term "authorized routes" in the DEIS means the FS spent money on that section of route from their main federal funding sometime in the past. Funding from the many other sources such as OHVMR was not considered due to an oversight (ironic since OHVMR funding was partly used for the plan). An "unauthorized route" just means they haven't spent a dime on it. They are deciding how many routes to "authorize" which means they have to budget money for it. Since budgets are tight - they are looking to add only that which the public cares (alot) about. I discussed some areas where I know the county has considered the road to be theirs in the past. The FS is aware some routes on the maps will not change because of county interests although the DEIS may not show it.

They are not very interested in people just writing support for one of the Alternatives. They are interested in suggestions for modifications to the Alternatives. For example, my discussion was oriented toward Alternative 6 but I noticed the budget is unusually high compared to other alternatives (except 3 which has the most roads in the system) and explored how to do Alt 6 but decrease the budget. I was also told that the locals are using far more ATVs than the FS expected and that is causing them to rethink how they are designating roads (some concerns raised about mixed use on trails). I was told the local community is more ATV focused than Jeep type off-road vehicles.

Their world revolves mostly around Mammoth and they admitt other area closures are often to be equitable with what has to be done with the Mammoth area. Upchurch is very clear that although the DEIS mentions Alternative 2 as the "proposed action" - he has not embraced any of the Alternatives.

I am mulling over all the input and notes I took. I didn't get much I wasn't expecting, it has an economic focus even though the logic is sometimes a bit other worldly. (economic as in the department budget - not the economic analysis in the DEIS which is not a factor in decision making)
