WHAT'S THE PROBLEM?

The Greens and Government Agencies Want Your Land.

They're willing to use condemnation to take it. Yes, that's right. If
CARA passes, government agencies will have the money to confiscate your
land.

The Resources Committee is planning to hold a hearing on CARA June 20th.
Sponsors will try to bring it to a vote in early July.

CARA, the Conservation and Reinvestment Act (HR 701), has a huge number of
Co-Sponsors in the House and could pass unless you rise up and oppose it
NOW. Why do the co-sponsors support CARA. MONEY$$, MONEY$$, MONEY$$.
CARA is one of the largest PORK BARREL BILLS EVER. And it will TAKE
YOUR LAND.


WHY IT IS URGENT TO ACT NOW!!

The House Resources Committee has set a hearing on CARA (HR 701) for June
20th.
It is urgent that you write and call your Congressman to oppose CARA.

Congress is home for the Memorial Week Recess until June 4th. This is the
time to go to a local meeting where your Congressman is speaking to oppose
CARA.

Call your Congressman's local office. Put the heat on.

You must make controversy about CARA quickly. You were lucky to defeat
CARA last year. The greens and their land grabbing friends will take no
prisoners this year.


CARA WILL HURT YOU!!

CARA is an all out attack on all landowners including farmers, ranchers,
miners, forestry advocates, recreation enthusiasts and many more. It will
force the closure of hundreds of rural communities and force residents into
the cities.

CARA also funds an assault on Federal land users. It funds more Roadless
and Wilderness areas, and converts millions of acres of private land into
government land which then is made off limits to you.

CARA will make millions of acres off limits to energy exploration and
development while taking $3 billion each and every year for 15 years ($45
billion in total) away from America's ability to solve its energy problem.

CARA makes our energy problem worse while handicapping our ability to fix
it.

-----CARA will provide over $45 billion dollars over 15 years in a
guaranteed trust fund, most of it for land acquisition. This is virtually

ACT for that is what it really does.

-----CARA sets aside $3 billion per year that does not have to compete in
Congress for funds in the appropriations process with medical care,
education, defense or any other social need. Why should land acquisition
and condemnation of private land get a higher priority than the military?

-----Government agents and appraisers get well OVER ONE BILLION DOLLARS PER

-----Environmental law firms receive grant money so they can sue YOU into

-----Extremists gain $60 million dollars per year to train an ARMY of
investigators who will trespass on your land to LOCATE AND POLICE

-----ANIMAL RIGHTS ACTIVISTS clamor for - you guessed it - money money
money - to reintroduce wolves that kill livestock and run cattle ranchers,
farmers, inholders and landowners off their land;

-----CARA (HR.701) will make it more difficult to build homes and
businesses in rural areas;

-----The Federal agencies should take care of what they have before buying
more land;

-----Billions of dollars of private land will be TAKEN OFF THE TAX ROLLS
forcing local taxes up;

-----Congressional Appropriations Committee estimates the FEDERAL AGENCIES
ARE $12 BILLION BEHIND IN DEFERRED MAINTENANCE. Any money should go for
maintenance, not land acquisition; and

-----There should be no net loss of private land in America.

URGE HIM TO ASK FOR FIELD HEARINGS ON CARA IN YOUR AREA. Ask if
he or she has signed up to sponsor CARA. If so, ask that he or she remove
their name. Congressman JC WATTS of Oklahoma just dropped his
co-sponsorship.

--2. WRITE YOUR CONGRESSMAN. A simple one page letter using two or three
of the reasons to oppose CARA we have listed above. Put them in your own
words. BE SURE TO ASK FOR FIELD HEARINGS. Send your letter to:

--3. FAX YOUR CONGRESSMAN. Get and keep the fax number of your Congre
ssman. If you don't have it, ask for it when you call. FAX your letter to
your Congressman and ask that your letter be submitted for the official
hearing record of the hearing on June 20th. ASK FOR LOCAL FIELD
HEARINGS SO THAT YOU CAN TESTIFY.

--4. YOUR CONGRESSMAN IS HOME UNTIL JUNE 4th. He or she may be
holding town meetings to meet with you. It is very important that you
call his office to find out where they will be. Call their office in
Washington, DC or their local office. Get their schedule. Go to the
meeting. Alert at least five friends.

--5. HERE IS THE NEW HOUSE RESOURCES COMMITTEE LIST. Check to see
if your Congressman is on it. If he is, YOU MUST NOT FAIL to write and
call him. If your Congressman is not on the committee list, it is still
vital that you urge him to oppose CARA and ask for LOCAL FIELD HEARINGS.

Easy Way To Help Stop CARA


CARA Resources Committee Hearing June 20th

It is critical that as many people as possible request to testify.

Here's why. You must send a message to the House Resources Committee that
they must not ignore or bully the grassroots. Otherwise, they'll only
listen to big industry and the fat cats and you'll lose time after time on
lots of issues. If the Committee gets a lot of requests to testify, they
may be forced to hold more hearings and slow down this rush to judgement
over CARA.

House Resources Committee Blocking Opponents of CARA.

Only a limited number of people were allowed to testify about CARA in the
last Congress. The former Chairman Don Young and current Chairman Jim
Hansen were the only ones to have Field Hearings in Anchorage and Salt Lake
City where they could control and limit who would testify. The only
other hearing was in Washington DC. CARA opponents were carefully limited
there too.

If you are experienced with CARA, then you know by now that Don Young
(R-AK), has switched sides on CARA and is working with the greens and
Democrats on this huge land grab. It is all about money. The same is true
for Billy Tauzin (R-LA). Coincidentally, their states get the most money,
dwarfing the amount any other state would get.

Grassroots Prevented From Testifying.

Last Congress grassroots groups such as the Alliance for America and
American Land Rights were denied numerous times to opportunity to testify.
It was a carefully crafted script to limit opposing views.

The same situation appears to be playing itself out again in the 107th
Congress. Only one hearing on CARA is scheduled and that is in Washington,
DC on June 20th.

Huge Land Grab With You As The Target.

Imagine a bill that commits the taxpayers of the US to pay $45 billion over
15 years with a higher priority than the military, health care, education
and no Field Hearings are being scheduled to allow you the opportunity to
express your concerns.

Condemnation and Relocation Act.

Many refer to CARA as the Condemnation and Relocation Act for a reason.
It targets rural America. CARA will help Federal agencies buy up
millions of acres of land where you live. It will drive rural Americans
into the cities. Every kind of landowner will lose if CARA passes
Congress. Farmers, ranchers, forestry advocates, mining, and recreation
enthusiasts will be driven out.

Limits Energy Exploration and Development.

Federal land users will be blocked as more and more Roadless Areas and
Wilderness is set aside because of CARA. Even those who are trying to
solve our energy crisis by looking for more energy will be blocked.

You Deserve Field Hearings. It Is Only Fair.

An issue that will do as much damage as CARA deserves Field Hearings so you
have a chance to say why you are concerned. You deserve Field Hearings
near where you live. It can happen if you send your letter requesting to
testify.

You Can Help Stop CARA Just By Asking To Testify.

Remember, you do a tremendous amount of good just requesting to testify.
If, by some miracle you are selected to testify, American Land Rights will
help you by providing any information and tools you need that we have
available.

What is more likely to happen is that you will be turned down. But it is
vital that you make the request. You must put pressure on the Resources
Committee to open up the process and make it fair.

As of now, there are 8 witnesses scheduled for everyone opposed. Does that
seem fair to you?

HERE IS WHAT YOU NEED TO DO:

-----1. Call your Congressman to request that he send you a copy of CARA,
the Conservation and Reinvestment Act (HR 701). Every Congressman may be
reached at the Capitol Switchboard at (202) 225-3121. There is a temporary
FREE NUMBER of (800) 648-3516. ASK FOR HIS OR HER FAX NUMBER.
URGE HIM TO REQUEST FIELD HEARINGS ON CARA IN YOUR AREA.

-----2. Use the sample request letter we have provided to fax a request to
testify directly to the Resources Committee addressed to Chairman Jim
Hansen. Do not use E-mail for this request. Please put the letter in your
own words as much as possible. Chairman Hansen's fax number is: (202)

-----3. Fax a letter to your Congressman requesting Field Hearings in your
area with a copy of your letter that you sent to Chairman Hansen. Don't
worry now about being asked to testify in Washington. Its not likely to
happen. But you can help stop CARA by simply making the request to testify
and getting your Congressman to ask for Field Hearings.. Be sure to follow
up your fax with a phone call to your Congressman. Ask that he commit to
requesting Field Hearings in writing. Ask for a copy of his letter to the
Committee.

Also ask your Congressman to get you on the witness list. This is very
important. It makes your Congressman part of the process. He'll see how
opposed to CARA you are. If your Congressman is on the Resources Committee
listed below, or you live in the state of a member of the Resources
Committee, it is vital that you ask to testify. In addition, you help the
Congressmen from your State by sending them a copy of your request to
testify to Chairman Hansen. The Congressmen from your state will have a
tool to use to urge the Committee to hold Field Hearings. At the very
least, you will increase their awareness of the issue.

----4. Call five other people to ask them to request to testify.

Remember, it is not likely that you will be allowed to testify, but you
will help defeat CARA by just sending the letter. This is true whether you
represent a group or are an individual. Every person should be allowed to
testify. It is not good for our country when officials in Congress
deliberately slant the hearing and testimony process and deny you the
opportunity to be heard. By writing a letter requesting to testify, you
will be making a powerful statement about the process.

It is important that the Committee gets hundreds of requests. Please do
not assume someone else will do it. You've got to do your part.

Please do not take any Congressman for granted. As we found last year,
some you thought you could count on went the wrong way. They need to hear
from you.
