The only vent for the engine is the tube that comes out on the drivers side at the front of the motor and goes down to the catch-can. Most of the older trucks have had the tube extended under the engine and the catch-can removed since it makes a big mess and has to be cleaned all the time. As long as the hose isn't kinked you are in good shape unless it's plugged with something.
If it's leaking out of the power steering pump mount, you have the very common leak. There is a little seal there that is prone to quitting especially if you live in a dirty environment. No amount of stop leak will cure it either since it's from a somewhat pressure fed area. Google search Cummins vacuum or power steering leak and you will find the kit I used to fix mine. The kit with the tools and the DVD is worth the money he charges for it. He even includes spares and part numbers for the seal if you mess one or two of them up. Took me several hours, but I'm pretty slow. Somebody that's done a couple before could probably have it done in an hour or so pretty easy.
