I made it 5 years ago. I got the diamond plate for free at work. It was "drop"(excess from our shear)If you had to buy a full sheet, I think it's around $275. I just had to buy the tube.

No plans at all , I just started bending tube and looking at pics. I was building a cj5 before I built my Toyota and I figured the jeep tub shape wouldn't be too tough to replicate.

It's for sale if you're interested. It'll bolt right on an 84-88 truck, other gen's too with some extra work.
