Red face well im fawked for the hillclimb

i really hope im not though, 2 stroke guys- i got a '01 kx 250. i took the pipe off and looking into the cylinder and pushing the kickstarter the exhaust valve is not closing at all. does it only shut when the bike is running? otherwise i gotta take the whole top end apart to adjust it.
please tell me im not hosed
i started takin stuff apart cuz it was running really poorly at hollister last weekend, it felt like i was riding with the choke on at a high altitude, cant be jetting cuz ive ridden there before and it was fine, air filter was freshly cleaned. anyone got any ideas

well the manual talks about the powervalves and the exhaust valve as on in the same but they arent so its damn confusing. i think i just need to do a top end and thoroughly clean all the crap out

You have to remove the whole top end to clean the power valve??? Isn't there a way to adjust it??

not according to the manual and the damn frame design, the adjuster is right behind the front hoop of the frame above the exhaust port. i think i need a new top end anyway considering what i saw when i looked in my cylinder through the exhaust port not really bad but it wouldnt be good to ride it at full throttle at the hillclimb. plus its half price at pic n pull this weekend

the exhaust valve wont move just kicking the lever, its actuated with a govenor that makes it open at a certain rpm level. its a ball and ramp gizmo inside the cases
