please tell me im not hosed i started takin stuff apart cuz it was running really poorly at hollister last weekend, it felt like i was riding with the choke on at a high altitude, cant be jetting cuz ive ridden there before and it was fine, air filter was freshly cleaned. anyone got any ideas

the exhaust valve wont move just kicking the lever, its actuated with a govenor that makes it open at a certain rpm level. its a ball and ramp gizmo inside the cases
