31 degrees BTDC timing ??

Not a newbie, but don't know anything about LandCruisers.

My sister took her 88 FJ62 (EFI straight 6) for
a CA smog check. Passed the emissions test, BUT
failed the timing. Should be 7 degrees, but
measured 31 degrees !! How is this possible ?
I am assuming she didn't mis-read the printout (I haven't seen it yet).

She says it runs fine, without pinging.
I haven't looked at it yet, but promised I would.
What could possibly cause this ?
I don't know the mechanical history behind
the vehicle. Must have passed smog 2 years ago.
I'm afraid that retarding it 24 degrees will
cause it to not run worth a crap, and then fail
the emissions part

Any ideas before I start trouble-shooting ?

If it is a gear driven distributor was the distributor removed anytime in the past?

Don't know, but that is possible. Is 24 degrees equivalent to one-tooth off ?
