There are three screws that retain the tilt part of the column. I had the same problem and researched the topic here on PBB. In that thread there was a link to a nice DIY page on the GM column someone had authored. If I knew the search strings, I would point you to the threads, but I cannot remember them now, sorry. I know it exists, so I'd suggest plugging away at it. There is also a tool that is available at Checker, Pep Boys, etc, that compresses the spring allowing for assembly.

I made a spring compressor out of an old sway bar clamp. you need to puch a plate down against the spring to install a c clip.
There a PITA, but doable. I was lucky and grabed 2 columns, 1 for reference, and one to fix the wheel lock.
