Ok how do you sign up to get a avatar? I know you have to pay some dues or something, but cant find where?? need help?

Ok now that I paid, can anyone tell me how to get my pic down to a 640 x ? size to fit, it says my pic is to big, how can i make it smaller?

Open the pic in a picture program such as microsoft picture 7.0 ,
usually there is a format tab or simply a resize option within these programs .
