Toyota 22r Carb No cold start

I have a 83 Toyota truck 22r
I can crank it over and over and it wont start cold unless I drop some gas down the carb then it fires right up and will run just fine.
I let it sit for a little while and I have to do it all over again to get it started.
Im guessing this is a problem with the carb?
where do I look, rebuild? replace?

sounds like it is getting stuck have you tried spraying some carb cleaner in there?
