bbc with Rust on cylinder wall

So heres the deal. I just got this 454 bored .60 over. I bought it knowing that the head gasket was blown due to high compression and cheap head gaskets. So I took the heads off and it appears that the water sat on top of one the piston for a while? there is some surface rust on the cylinder and top of the piston. I got some 320 and 400 grit sand paper and lightly sanded off the rust that was at the top of the cylinder and it seems fine. Then I moved the piston down and there is some rust that seems to be "thicker" on the cylinder wall. I don't know if I should try to get it off with the sand paper or take it to the shop and have them hone it. I'm a tight budget and would rather save the money if I can do it myself. The motor only has a couple hundred miles on it and all the other cylinders look good I can still see the cross hatches on the cylinder walls. Any advice will help

A cheapo ball hone and a drill would probably work just fine if it isn't too pitted. Just be sure to use lube wd40 or other.

How much do they want to hone it?

Im planning on taking the entire bottom end apart to check the rods and bearings. 572 would be nice if I had the money. I traded some stuff for this motor so it only really cost me about 600 bucks
