Reloading pulled 54r bullets.

I just got 275 rounds of Russian 182 grain lead core ammo. about 1 in 3 does not fire, so I am pulling them. I plan on using 13 grains of red dot, the same load I use for 180 grain cast bullets. Does anyone see any problems with this?

Also, what are some possibilities for the powder?

Is it the powder not going off, or the primer not setting the powder off? Just about all the duds I've had experience with was due to primers. Which...brings up something else...you may already know this, the primers in most military ammo are crimped in. If it is boxer primed, stock up on decapping pins. If they are berdan primed, there is not much you can do, except throw the brass away.

Its a primer failure. the cases are steel and they are going in the dump. I reload on S&B brass.

A Lee decapping die has punched out every Mil primer I have ever had, even the odd berdan one that made it through.

They work perfectly in my svt, almost no recoil. I was able to put 10 bullets in a human silhouette at 100 yards with poor eyesight and iron sights. I left my gas system turned to 1.5, this kept the bolt from opening. This allowed me to hand cycle my bolt, keeping my brass from flying all over.

The recipie is:
182 grain boat tail spitzer lead core
graf brass
13 grains red dot
cci large rifle primer
col 3.048

I forgot to add, I stopped by my local garagesmith. I showed him my svt and he went in back and found 2 100 count bags of graf reloadable brass. I took them both for 50 bucks.
