Public is welcome, but it isn't really a public meeting, in the NEPA sense. Some of the representatives for different motorized access (FOTR, Cal4, BRC, United, AMA) are sitting down with the Forest Service's project manager to discuss the issues with the Notice of Intent and start framing alternatives. The NEPA process requires all sorts of public notice, and you WILL hear about the public meetings for December/January. This is a smaller meeting to prepare for those later meetings.
Tomorrow's meeting will be at 1 or 2 (can't remember) at the Placerville USFS main offices. Swing on through if you want to see more/say more.
