Rubicon does not 'close' per se. It crosses the Sierra divide, tho, so it has VERY deep snow in most every April. Experienced drivers 'wheel large, wide tires through the winter, but the Sierra mountains are not forgiving of inexperience or insufficient gear.
IMHO, if you are not experienced in 'wheeling the high country in winter, or have 'wheeling buddies who are, you should choose a different trail.
If you have a choice as to when to run the Rubicon, choose a time when you make dust (rather than mud) these days. June to October.
We have a lot of eyes on our trail and a lot of work to do this summer to fix up a few areas in need of erosion control and trail repairs. So it just makes it easier if we don't have a lot of spring time use of the trail.
