Is there any way to tell, other than the fact that your light isn't on, that the ballast is the problem with a halogen light? All the wiring looks correct, and they seem like pretty simple devices. I don't have a multi meter, but i do have a test light, woud that help me tell anything?
no problem
i would change the bulbs, if that doesnt fix it, then swap out the ballast. those are usualy the only things that go wrong with them. and ballasts are cheap.

Make sure the lamps (tubes) you are using are what the ballast requires (i.e. check the label on the ballast).
