Rubber cut tire groover makes more sense, but maybe cat is the brand name.
Once you get the hang of cutting the grooves it is fast and easy. Spent an afternoon in the back of a BF Goodrich truck doing a bunch of tires... It was a high end unit that would heat the blade instantly when it bumped against rubber. Two hand operation (hold the tires between your knees) and moved fast, never seen one like it

it was the rubber cut they told me on the phone it was rubber cat but it works great and i only gave 150 for it
