Cliffhanger problem

I haven't seen this posted over here yet, so if its already been brought up I apologize, but Cliffhanger in Moab has been RUINED. Apparently they needed to put some dirt over some gas lines that cross the trail. Understandable. But how are they going about it is just BAD. A buddy of mine in Moab took these pictures last weekend and I'm just speechless. I'm working on trying to get some contact info for whatever company did this and let them know how upset that myself, and many others are over this.

From what I've been told they havent yet made it much past the Z turn, but the damage that has been done already is very disappointing. Here's a link to the original thread where it was discussed: http://www.nagca.com/forum/viewtopic.php?t=16871

I'm assuming they had to "pave it" for the equipment to get to the work site? just make it extremely clear to the governing agency that that trail must be returned to it's pre construction form. Assure them that leaving it "paved" will let all the riff-raff in and cause further damage to the resources...

Think that it may just "wash away" all the "pavement" dirt if just left alone?

(honestly have no idea...tough to tell from pics)
