If ANSI is anything like the ASME standardizing boards it can take a few years to develop a standard. I bet the pisswad from the CPSC who was participating got frustrated and decided to go their own way.

Here is what i wrote:

As a Materials Engineer for the nuclear power industry I have participated in ASME and NACE in the codes and standards process before. The ASME process is very similar to ANSI's collaborative model and because of that, produces very high quality standards that satisfy the concerns of the industry, regulatory body as well as the public. I have also seen regulatory standards that were government imposed did not come from collaborative efforts. These usually turn out to be cumbersome, misguided and difficult for the responsible engineer to implement. Please continue work with the Recreational Off-Highway Vehicle Association and ANSI instead of imposing mandatory standards.
