Question high rpms after shifting

I just got my 88 Sammi and it's a manual....first manual I have owned but I have drivin many before.. but when I'm driving I get up to high rpms so I shift to 2nd and the rpms stay up....they don't go down and the engine still sounds like it's running high so I know it's not my tach...does anyone got any ideas... correct me if im wrong but the patterns like this right??:

1 3 5

2 4 R
somtimes they drop like they should but not always......does it in most gears.. yeah i searched through the forum didnt find anything...thx
