It happens to me once in a while and we're running XP.

I chalk it up to terrible exception handling in the driver-software and nothing to do with your OS. It's a bug that should be logged and given to a software developer to fix. The next time it happens check your system logs to see if the software threw an exception in the log files. To do that you need to pull up the event-viewer by right clicking on the 'my computer' icon on the desktop or in the file explorer window, selecting 'manage' and then selecting 'event viewer'. It will most likely be under the 'application' list but it could be under any of them. If it throws an exception there will be a red icon on the list of events.

I have this happen every so often also.
I turn the torch off to kill the arc, but I dont have to reboot the program. I just go back on-line and start cutting again.

Separate Earth Rod ??

Is the recommedation that the table is earth via a separate earth rod ?? I would have thought that it would be better to ensure that everything was bonded, (electrically speaking), to a common earth point / rod. If you have two or more different earth point there is a possibility for a "potential difference" developing between these points which could introduce "noise".
Just running PC's and delicate electrical systems, (the low voltage / signal levels associated with USB & the TM black boxes), in the same enviroment as the high voltage / current of the Plasma cutter is a recipe for problems associated with power & signal earthing..
