Some 16's and 16.5's will fit, and many will not. Not even all 17" rims fit. The bolt pattern and the inside diameter are not the whole story.
The front brake calipers stick out farther than the wheel mounting surface. the rim has to get around that without crashing into the brakes. The back of the rim needs to "dish" in order to mount flat to the hub and then get around the calipers. Why do you want to use 16.5's? The tire choices in that rim size are relatively limited. Are you going for large swampers?
