1995 toyota landcruiser brake pressure modulator valve....

so my friend replaced his master cylinder and called saying he couldnt get any fluid to the front brakes, but the rears do bleed. he even bought a vacuum bleeder and hooked them up to bleeders and pumps it up to 20 psi and nothing at all comes out, even when he pushes the brakes, the pedal just drops. I heard something about bpmv's being a pain in the ass, but i dont know much about them.. maybe someone here can explain how to go about getting these to work. he's not too stupid and Im sure he knows how to adjust the master cylinder and he said it was right(he can hear fluid pump in and out of the master cylinder when he pushes the pedal). and the master cylinder was bench bled... maybe not 100% right though...
