Is the block and head the same for all years of the 2F?

75 and newer, Yes.

73-74 were bastard years for the switch from F to 2F

Short answer no. Heads have dome piston ad flat piston varieties, so that would be 75-80 and 80-87. Blocks have ps pump boss's to name a few changes, so that would loosely be 75-79 and 80-87.
