Main functions of rear spring shackles?

What are the main functions behind adding shackles like these to your rear springs. Two thoughts came to mind; It adds a virtual pivot point for the springs on a shortened, or shorter frame, and also adds some lift?

Simply: the shackle provides the spring a means to elongate as it flattens out during compression. With no shackle the spring would not compress enough to be useful.

Oh gotcha! So the fromt end is fixed and the rear swivels to allow elogation/flatten out. Ok, thanks!
