P/S problem with 5V swap

swapped in a 3.4L where a 3.0L use to be , 1990 4Runner with rear ABS
powersteeing fluid has been replaced , and now, problem is , I only have P/S at 1000 RPM + . under 1000 no P/S ?
I've done a few of these now , but this one has me stumped

First of all, junk that piece of shit ABS actuator and reroute the brake line to the rear.

On the actual issue, sounds weird. I would check the belt. Maybe its not catching good enough at idle??

Please update for the memory bank when you figure it out.

Out of curiosity what is the problem with the abs actuator? I was going to keep mine to keep the inspection sticker mechanics happy... but if they cause major headache?
