I'm not exactly in the region you're locating to, I'm in a western 'burb of Chicago but I can tell you we're not exactly "rock crawling" country in IL. For that, you should probably relocate another 1,500 miles (give or take) southwest from here.
There are some great OHV / ORP's in the region. Cliffs (IL), Badlands (IN), Hannibal (MO), Silver Lake (sand dunes on Lake Michigan in Michigan) among a few other places. Fwiw, there is also Mccaslin Mountain on the edge of the Nicolet National Forest in Wisconsin (as well as 4x4 trails within the National Forest) but that's a 6 hour + ride north of Chicago (about 3 hours north of Greenbay, Wisconsin). Anyway, I hope you enjoy the area and get a chance to wheel at some of the places I mentioned.

I don't live in Peoria, but I'm there everyday.
Wheeling is non-existant in the area. We are centrally located to some decent parks though like oddball said. Badlands is pretty awesome. 2.5-3hr drive, and some of the best crawling around. Cliffs is always a muddy mess, and I've never been to Hannibal. If you wanna drive a little longer (4-6hrs), there's Redbird in southern IN, and Flatnasty in MO.

Im about 20 mins from Hannibal Rocks, its an old quarry, the RRock Series and WERock both compete there and as far as rock crawling goes its one of the best around. I think there is about 90 acres and I know some areas around the outside of the quarry are pretty muddy. One of the best things is that you can come down on an RRock Event weekend, watch the event and wheel the trails.
