10.25 Carrier preload shims coming out

I have a zip locker in my rear axle that stopped working, and it looks like the carrier bearing preload shims squeezed out and broke the copper air line going to the air collar. Anyway, what causes this? too much preload? not enough? something else?

Likely not enough preload - I had the same problem with my 8.8 rear on my Bronco. Changed the shim combinations to add 0.005 to each side and the shims stay seated, even without the bearing caps installed.
