E-Locker Knocking

Just built a front end from a F350 Dana 60. I completed built the suspension and brackets myself, all with appropriate stock specific angles and articulation. It was fitted nicely into a 2000 Cherokee. I rebuilt the hubs which are free spinning with no complications. She drives fine done the road in 2WD. The only thing I haven't completed is wiring the E-Locker. Has anyone heard of a semi engaged lock? For some reason I am getting a slight pull/tug from the drive shaft when turning it by hand, in 2wd (obviously) with the hubs on free spin. Now everything independently works fine so the only thing I can think is that the E-locker is semi-engaged. I am wiring the locker next week. Any Suggestions?
