So if the housing is shortened to need that length it should work ?
Also what is the tolerance that should be kept for end to end clearance.
Say if I need a 15.92 and I find a 15.90 or even a 15.96, thats around 1/64-3/64" will that work ?
yes

Very probably. Pull an old shaft - look at the wear marks on the splines and it can give you an idea. Certainly anything within 1/8" is going to be fine, and a little short is better than a little long.
