California Proposal Threatens Old Cars, Replacement Parts - OnAllCylinders

California Assembly Bill 1965, if passed, would set aside state monies to fund expansion of the state’s Enhanced Fleet Modernization Program designed to “set specific, measurable goals for the retirement and replacement of passenger vehicles and light-duty and medium-duty trucks that are high polluters.”

A public hearing for AB 1965 is scheduled for April 11. If the bill passes, the California Air Resources Board (CARB) will be charged with launching the program by July 2017.

According to a Hemmings report, passage of AB 1965 may mandate a minimum number of old cars to scrap.

CARB isn’t shy about calling any vehicle that doesn’t pass state emissions standards “old and dirty.” And in an effort to get low-income families out of vehicles it deems problem polluters, they want to offer up to $12,000 in state aid toward the purchase of electric or hybrid vehicles to buyers who meet the state’s three low-income thresholds.

Per Hemmings:

“The definition of ‘old, dirty car’ doesn’t appear to include any model-year cutoff dates, but does depend on the vehicle showing potential for remaining on the road in California, which means that it must pass a smog test. The existing EFMP only stipulates that the ‘old, dirty cars’ be sent to an auto dismantler.”

According to the text of AB 1965, which cites data from 2011, about nine percent of the vehicles on the road in California are more than 20 years old, though they contribute 40 percent of the smog-forming emissions from passenger vehicles.”

SEMA’s opposition to the bill reflect arguments used against the nationwide cash-for-clunkers program you might remember from 2009.

That program, according to SEMA, “encouraged car buyers to trade in fuel-inefficient vehicles from after the 1984 model year for more fuel-efficient new cars by offering up to $4,500 in rebates. Studies done after the conclusion of the program — which was designed primarily to keep the then-struggling automakers from laying off thousands of workers and stipulated that the older trade-ins be destroyed by pouring sodium silicate into the running engines — found that it largely pulled forward sales that would have normally taken place later in the year and that it contributed to a severe shortage of used cars in the ensuing years.”

All this did last time was get people into vehicles they couldn't really afford and take a lot of vehicles that the only thing agaisnt them was age and low gas milage. And since they trashed the engines and had a limited time before they got shredded removed a lot of parts out of circulation.

My ex worked for our local ford dealership when CFC happened. It was mostly newer nicer vehicles that got traded in. Most numerous vehicle traded in here were jeeps of all models, a lot of Cherokee's though. The dealership let employees dismantle cars as long as they were able to run and drive to the crusher to be destroyed.

this and past programs have nothing to do with cleaning the air.
it come down to revenues
if they can remove all the 20 year old cars and make people replace them with new cars, that represents BILLIONS in increased registration fees.

No, they didn't. The vehicles had the have the engines blown up before a carrier came and picked them up. Then they got put on a salvage lot for x amount of days before being crushed.

The motor got blowed up only on the cars that were actually funded from cfc, the dealer took in thousand-millions of cars that they weren't reimbursed from cfc anf those were what the dealers got to deal with as they saw fit.

Why would a dealer take a car in trade, and then pay hourly employees to dismantle them to take to the wrecking yard, instead of selling it without having to put any work into it?

Not in the LA, Ca area it isn't. You can find almost anything you're looking for. There's cars a plenty in the basin... over 20yo... no rust... fuel efficient... etc. Hell - you can find salvaged title or / failed smog and / multi-color heaps of shit for under ~ $400 on Craigs all day long.

The US GAO did a study on the effect of CFC after the program ended and determined that not only did the program lose money, but it also ended up being significantly more harmful to the environment than leaving those vehicles on the road and the destruction of the vehicles acquired by the CFC program created more emissions than would have been by leaving those cars on the road. CFC was easily one of the worst Federal program in national history and it's insane to think that California could do any better with it. The entire program from the start was a farce to boost sales after the Federal governments bailouts of the auto industry.

IIRC, part of the deal with CfC was they couldn't be resold and the engine had to be disabled, I.e. seized.

My cousin and his wife, in the Culver City area, both traded their "old clunkers" (8 year old grand Cherokee, 9 year old explorer) during the last cash for clunkers deal. Both picked up new Mercedes SUV's. Walked out $125,00 in debt between the two cars, but payments will be no problem, cause they'll save on gas, and maintenance, so they can afford it no problem.

Made it about 6 months before they sold their house and moved in with my aunt in the same area cause the cars were bleeding them dry. In their wisdom, they decided to keep the cars, sell the house,and move them and their three kids into his moms house, cause they couldn't bear to part with the suv's and go back to "normal" cars.

The way it worked was the dealer took your car, sold you a new one and you left. Next the dealer destroyed your cars engine and filled out papers and sent them off and had to wait +30 days to get the $$s from the .gov.

Wellin quick fasion the money dried up and the dealers were stuck with hundreds of un-reimbursed cars. They quickly figured out that they werent getting the $$ from .gov so they sat on them and didnt destroy the motors.

Shit finaly got sorted out and .gov said sorry bout that, do what you want with your cars.

I doubt any of the dealers lost any money at all on the cars taken in vrs profit from new sold.


What they did with them and who/how/why they did was up to them. Whether it makes sense is on their end not ours.

So pay a tech $150 to yank motor/trans/body parts to lkq for $$$ on a car that in reality cost them nothing but a % off the profit on the car they sold in its place is still $$ in the bank.


But idk shit about it, just what i read here during the disaster as it unfolded
