Tech in GCC, need quick help with 4runner issue

I am in need of quick help with this truck because I gotta get it fixed by Friday to go to work. I am stumped.

99 4runner v-6 Auto 4wd

Issues:

Constant surging on acceleration
Cannot exceed 2000 rpms
Lacking power
Whirring noise that follows the surging
Rough start

I just replaced the pump today and no change.

Wouldn't a plugged cat fail emissions? I just passed last week.

Saying you replaced "the pump" is kind of vague. Was it the water pump? Fuel pump? Windshield washer pump? Unicorn fart injection pump?

Check the coil packs. I'd had a similar issue with mine. The spark was running down a line of carbon on the outside of the plug/s. Never threw a code but had some drivability issues.

Get a propane torch, let it hiss(don't light it obviously), and pass it over all the hoses and listen for a spike to idle to see if you got an intake leak.

Unicorn fart injection pumps never fail.

I replaced the fuel pump with a new Denso pump.

Coil packs are brand new. I will swap the old ones back in just to see if anything changes.

How many miles on it?
You clean the maf or do a tune up lately?
Wrong plugs can cause problems.

My WAG is a clogged up fuel filter or sock on the pump, starving for fuel or a bad injector.

Hole in flex tube going to air cleaner but after the MAF or a loose clamp or a vacuum hose off or failed... My guesses anyways...

Cleaned maf two weeks ago.
Tune up last year.

Fuel filter was replaced last month.
Pump and sock brand new.
Injectors unknown. Still factory as far as i know.


My TPS signal wire is reading 3.6 volts at WOT. Seems low but i hear some models peak at 3.5. Is this pos supposed to read 5 volts wot?

A little backstory that might help.....I been having rough starts that last between 5 to 20 seconds.It would idle like a tractor then smooth out. I also get a bit of white smoke on startups that fade once it is warmed up. My mileage has been sucking as welI. I replaced the Engine Temp Sensor, fuel filter, PCV valve, coil packs, cleaned MAF and all TB components. Plugs and wires looked fine.

Then sometime about a month ago it started jerking and cutting out under load on the highway or when hauling heavy shit. I thought pump was going and then this shit started two days ago which prompted the pump replacement.

Well this stinks. Intake tube and plenum coated with oil. White foam shit in pcv tube.

That could just be condensation mixing with the oil and that is where it decided to collect.

Clean out PCV valve, make sure the system is working.

Random, but my 99 taco the CPS went bad, but went bad slowly. hard starts, rough idle ect. I swapped it and all that went away.

I would also check the injectors. I had 2 dead ones prior to that. replaced them and cleaned the others made a huge difference in drive-ability.

Did this twice in the past two weeks with the block tester I have. Fluid stays blue.

Can anyone confirm the TPS 3.6 volts at wot is within specs for a 4runner? My google search is coming up empty.
