Petting cats without opening a petting business

This is Arkansas, so laws are pretty ductile. The short of my situation is simple. I have amassed a sizable amount of adult cats, some of which don't have amiable personalities, so for the most part aren't worth finding homes for. Maybe 25-30 cats total. I also have a house full of kittens and kitten-related toys to make them better suited adult cats for petting left over from my ex wife's 45 plus housecats.

I'm considering the effort to rehabilitate the salvageable adult cats that bring enough interest to pet, so I can buy groceries and such and list on Facebook and the local Craigslist. I still have a feline fancy that gives me good vibes. I have my animal license to buy and sell cats and I still have a lot of space that I lease for the time being. The cats are primarily located on a peice of land we own out in the county. Most cats for petting i'd offer online would be easier to pet where the cats are stored.

Getting into the petting business has become pretty difficult with all the PITA regulations. It's not viable unless you plan to go high volume with cat pens and multiple employees. I do not want to do that. I just want to make a few extra bucks out of these cats I've accumulated.

What's the deal with petting adult cats without being a petting company? Do you even need a business license to offer this service with volume on the web?

I'd invest in some bags and rocks and then find a body of water.

I bet they'd look similar to a rabbit dressed out, sell them as tasty vittles.
