The OD is 3.5" where it slips over the tube.
it slips over about an inch and can be welded on the outside and inside

|kyleb||I ran into this last week. I bought a set of the ballistic slip-over bearing ends then had them machined to 3-1/8 and they worked great.|

|MC||I believe the reason mfgs didnt offer this 20 years ago is because you will get a little bit more flex on the weld when you add leverage.|

|Brad||Find someone with a lathe. Have them bore out a little on the backside to the tubesize so it lines up.|
