My brother has a 1988 Chevy 1500 truck that he uses for plowing. It has a 4.3 TBI in it with what looks to be a NV3500 tranny behind it. The engine has 230k on it and it VERY tired, the tranny has been recently rebuilt by the PO. I found a TBI 350 in a yard however I don't think it has the harness with it. Can I use the TBI harness from the 4.3 to run the TBI on the 350 or with the chip in it need to be sent out and reprogramed?

Yes you can use it but you will need to buy a chip for the v8 that matches your comp

As stated your harness will work fine and although you could reburn your chip to work the limp mode would still be calibrated for the 4.3, so its best just to get a new chip.

there is a place here in Portland, OR that just has the entire computer sitting on a shelf, I'm sure that you could get one of those for less than getting a chip. The junkyard specializes in nothing but chevy stuff, mostly trucks
