No regulator, no carry handle it's an aluminum tank. Needs hydro test, any place that fills should be able to do the hydro test for around 20 bucks. I can hydrotest it for whatever it costs me before the sale but if shipped I cannot ship full. If you pick it up I can have it filled at the same time for whatever the place charges me.
