I was trying to get the welded C-perches off the axle tubes of my early Bronco Dana 44. Note that I'm not talking about the full-size version with cast perches. Anyway, the right side came off with no problems. However, I messed up on the left side while grinding the weld. Because it can be hard to judge where the C-perch ends and the axle-tube begins, I accidently grinded a little too far into the axle tube. The perches came off, but I am left with a section on the axle-tube roughly 1"x3", that is probably about half it's original thickness. If I lay down a few weld-beads over the thin section, and then grind it back down, can this be considered strong enough???

sure it'd be strong enough but you have to worry about warpage. use some 7018 and do it very slow. make 1 or 2 welds and then let it cool for an hour or 2, and then repeat until you are done. localized heat, especially on round objects, tends to move stuff around alot.
