No it is not CARB legal but yes you can get it to pass if you put forth the time($) with the referees.
The Howell system is a fuel only GM TBI system that they were able to get a CARB cert for.
If you just drive up in an 84 jeep most refs will not pass the visual inspection since obviously it will not have a carb any more.
