I've been searching for info on how to remove the power stearing pulley on my friend's 96 ZJ, it appears to have an allen head on the front but he can't get it off. Is it going to require using an impact like for removing some alternator pulleys? Any ideas? How can I do it without air? His ZJ has the 318 V8 and a serp. belt.

There is a tool called a power steering pully puller. Look at the AGR site. In the instructions for the pump install for the Rock Ram kit it shows how to do it.

go to Autozone and "rent" a puller for free.

it takes about 20 minutes to figure out what all of the goofy parts are for and 2 minutes to pull the pulley.

i'm not sure if you'll need the same tool for putting the pulley back on, you'll want to check that.
