I need to get my rig into a "roller" asap. \It's up on jack stands. I have the axles all ready to go as well as the leaf springs, hangers, brackets, etc... Roughly what should I be aiming for on the shackle angle with the vehicle on stands and no weight (i.e. axles hanging from) on the springs? 54" front springs, 60" rear. Both springs having the shackles at the rear and fixed eye up front.

There's a few different ways to set the shackle angle without the full weight.
What type of shackle hanger are you using? Through frame or surface mount? Surface mount, you can just tack in place until you get full weight on tbe chassis. You want to set the shackle angle under compression (so the spring is at maximum length) not at full droop.

Through frame are obviously harder to move if you make a mistake. You want about 25-30°(angled forward from vertical) shackle angle. Since you don't have the full weight, you can pull all but the main leaf from the spring pack. Measure back from the center of the front spring eye the flat length of the spring (54" or 60" as appropriate) mark plumb 0° then, use your sliding bevel/protractor/angle finer to mark your desired shackle angle.

Use a 3/4"-1" thick spacer between the rear spring eye and frame to make sure the spring won't hit the frame under full compression. With the shackle loosely bolted through the spring eye, swing an arc using the upper shackle hole. Where that arc intersects the 25° line you made, that's the center point to drill for your upper bushing.

This is with a rear mounted shackle? So should I ASSume on a front mounted shackle that I want the same angle towards the rear under the full weight of the rig? I am trying to set up my YJ with a stretch and am trying to learn as much as I can about leaf springs and shackle set ups. Thank you in advance!

Sorry to bring this back from the dead but I think this could be really helpful information.

When I set mine up I Disassembled the leaf pack and bolted a 2x4 to the bottom of the main leaf. I then was able to compress the spring easily while setting the shackle angle between the 25-30 degree numbers while compressed.
