They're designed to just slip over the tube and be welded. But if you plan to add alot of bracketry, or trussing to the axle, and don't have a press type fixture to add preload to the housing, odds are it will warp, making the housing ends not true.
We've done it with the preload jig, and still had ever so slight misalignments, and have offset machined the bearing pocket slightly, installed with a true bar, and added gusset's to assure strength.
