They are under the valve springs also. I am pretty sure you need to take the head off. I always have the machine shop do it....

When you change valve seals, you have to pull the head. Why? becuase when you pull the springs you are essentially disconnecting the seal made between the valve and its seat. OF course this seal is not disturbed while you are driving cause the valves are moving so fast but believe me, if you are going to change the seals, which involves pulling the springs, the valve and its seat disconnect. This won't cause a huge problem but what I would recommend is having a machine shop reface the valves and seats. You can ask them what they think but I learned that if you change seals, you might as well go all the way. Carbon buildup over time will cause the valves to leak a bit, so do it while it is apart.
