Okay, here's the deal; my fan is beginning to shake back and forth, and it's getting worse. I tried tightening the bolts circled in red with no change. How do I get into the place where it is connected to the mount to tighten it. The piece circled in yellow is what is wobbling back and forth.

the bearing on your water pump is going out...replace the water pump and your wobble will go away...

Water pump is heading south.............. for the summer.......

yup, bearings. got an goo, old one in the garage you can have if you want. looks loke there's some seepage around the gasket, too.
