Long story short I have a saginaw box that was rebuilt and tapped for hydro assist that is now not working properly. The guy who rebuilt the box did so with a shop manual and seems like the kind of guy who would get it right. All I did was replace the seals when I tore it apart.

Keep in mind that the assist ports are capped off and the ram is not hooked up yet. There are no leaks at all and no air in the system but it's like there is no power steering when the Jeep is sitting still. You have to really crank the wheel to make it steer at all. But.....if you let the Jeep roll even just a little everything works nearly perfectly. Just the slightest rolling of the tires and the steering acts normal although it takes noticeably more effort to turn left than it is right. As soon as you stop moving again it's impossible to turn with one hand very difficult with two. With the front end jacked up and the wheels off the ground everything seems normal. Put it on the ground and you can't steer without the Jeep moving.

Does anyone know what is going on here? I was hoping to get this thing out on the trail this weekend for the first time in months and this box has me spinning my wheels.
 
Does the fluid heat up quickly? Does it do it when the fluids hot or cold or both? Are you using the OEM pump or have an external cooler? Does the pump whine at all? Could be the pump, heat or even just a loose belt needing replacement...
